Minister for Lands Housing And Urban Development calls for strengthened cybersecurity safeguards

Minister of Lands, Housing and Urban Development Chimwemwe Chipungu has called for strengthened cybersecurity measures to safeguard digital land information systems and build public trust in land administration.

Chipungu made the call on Tuesday in Lilongwe when he accompanied the Minister of Information and Communications Technology, Dr Shadric Namalomba, at the National Cybersecurity Conference and Cyber Drill 2026.

He said secure and reliable digital land administration systems were essential to protecting land records, strengthening accountability and giving citizens and investors confidence in land transactions.

Chipungu said the Ministry of Lands, Housing and Urban Development was committed to strengthening its Land Information Management System (LIMS) to safeguard the integrity of land records and promote efficient, transparent and accountable service delivery.

“We want to have a Land Information Management System that is very robust and trusted because, without trust, you cannot invest in Malawi, even as Malawians,” said Chipungu.

Chipungu commended the Ministry of Information and Communications Technology for organising the conference, saying the engagement provided an opportunity for government ministries to strengthen their capacity to protect digital systems and respond effectively to emerging cyber threats.

Meanwhile, Minister of Information and Communications Technology Dr Shadric Namalomba said government planned to review existing digital laws to address emerging cyber threats and ensure that Malawi's legal framework kept pace with technological developments.

Namalomba said the review would cover the Electronic Transactions and Cyber Security Act and the Communications Act, alongside the development of additional digital legislation aligned with international best practices. He emphasised that stronger legal frameworks and collaboration among government institutions, the private sector and other stakeholders were essential to protecting sensitive information, maintaining public confidence and strengthening the country's capacity to prevent, detect and respond to cyber threats.

The National Cybersecurity Conference and Cyber Drill 2026 is being held under the theme “Strengthening National Cybersecurity Resilience through Collaboration, Innovation and Capacity Building.”
